Taiwan’s Cabinet approved a record NT$607.63 billion supplementary budget on September 3, and NT$145.7 billion of it (about US$4.6 billion) goes to defense. The headline number is big. The shopping list is bigger: more than 600 coastal surveillance and reconnaissance drones, over 40,000 coastal attack drones and a first batch of more than 100 small one-way attack boats.

That list is the asymmetric defense Washington has asked Taipei to build for years. Cheap, numerous, hard to target. The catch is procedural. The money still needs a vote in a Legislative Yuan controlled by the KMT and the Taiwan People’s Party, the same majority that already cut the government’s defense plans once this year.

The Reuters dispatch landed on the same day as the Taiwan presidential office was still processing the parliamentary vote.

The facts are straightforward. Taiwan President Lai Ching-te had sought $40 billion in supplementary defence spending to better deter China. After repeated delays by opposition parties, who hold the majority of seats, parliament approved only two-thirds of the money requested—all of it earmarked for US weapons, with domestically developed drones and missiles excluded from the package.

The Taiwan question is a civil war outcome that was never formalized. When Chiang Kai-shek’s Nationalist forces retreated to Taiwan in 1949 following their defeat by Mao’s Communist forces on the mainland, neither side accepted the result as permanent. The People’s Republic of China, proclaimed by Mao on October 1, 1949, claimed sovereignty over all Chinese territory including Taiwan. The Republic of China government, relocated to Taipei, continued to claim sovereignty over the mainland and to represent China in the United Nations until its expulsion in 1971. Both governments maintained, for decades, that there was one China and that they were its legitimate government. The dispute was not about whether Taiwan was Chinese. It was about which government was China’s.

Taiwan holds free elections. Its presidents are chosen by universal suffrage. Its legislature is genuinely competitive. Its media is independent, its courts function without systematic political interference, and its civil society is vibrant by any comparative measure of democratic health. These facts are not incidental to the Taiwan Strait dispute. They are the core of it. Taiwan’s democracy is an existential challenge to the political legitimacy of the People’s Republic of China’s system of governance in a way that no other aspect of the Taiwan question approaches.
