Taiwan’s Cabinet approved a record NT$607.63 billion supplementary budget on September 3, and NT$145.7 billion of it (about US$4.6 billion) goes to defense. The headline number is big. The shopping list is bigger: more than 600 coastal surveillance and reconnaissance drones, over 40,000 coastal attack drones and a first batch of more than 100 small one-way attack boats.

That list is the asymmetric defense Washington has asked Taipei to build for years. Cheap, numerous, hard to target. The catch is procedural. The money still needs a vote in a Legislative Yuan controlled by the KMT and the Taiwan People’s Party, the same majority that already cut the government’s defense plans once this year.

Six more Min Jiang-class fast minelayers are due from Lungteh Shipbuilding by the end of December, which takes the ROC Navy from four hulls to ten. Each boat carries between 32 and 64 Wan Hsiang mines and lays them from fixed tracks amidships and aft. Run the full fleet at two sorties apiece and Taiwan can put somewhere between 640 and 1,280 mines across the approaches to its harbours in a matter of days.

Taiwan’s Army has crossed a symbolic and operational threshold: on June 10, 2026, it conducted its first-ever live-fire exercise with US-supplied HIMARS launchers on the island’s western shoreline, sending rockets directly into the Taiwan Strait from Taichung. Every previous HIMARS firing — including the system’s Taiwan debut in 2025 — took place on the Pacific-facing east coast, safely pointed away from the mainland. This time, the precision rockets flew toward China.

Shield AI and Thunder Tiger Corp. have signed a memorandum of understanding to integrate Shield AI’s Hivemind autonomy software across Thunder Tiger’s unmanned systems portfolio. The partnership marks a concrete step in expanding AI-enabled autonomous capabilities within Taiwan’s defense industrial base, with unmanned surface vessels (USVs) as the initial platform of focus.

The first milestone is a live demonstration planned for this summer, in which Hivemind will serve as the AI pilot aboard a Thunder Tiger USV. The demonstration is intended to validate autonomous maritime navigation, real-time mission response, and operational performance at sea under conditions that approximate contested environments.

The porcupine strategy for Taiwan is the right strategy. Taipei should procure large quantities of asymmetric weapons, train its reserves seriously, harden its infrastructure, and prepare for a war of attrition that bleeds an invader rather than meeting him on the beach. American analysts have argued this for over a decade. Taiwanese officials have agreed with the argument in principle, repeatedly. The procurement record tells a different story.

Taiwan continues to prioritize prestige platforms over distributed lethality. The F-16V upgrade program, while sensible, absorbs budget that could buy thousands of Stingers. Submarine indigenization, an enormously expensive undertaking, is not the highest-marginal-utility investment for an island that may face a strait crossing. Surface combatants in the Taiwanese inventory will not survive the first hour of a contested strait operation. The procurement pattern is recognizably that of a conventional state defense ministry, not a porcupine in waiting.

Taiwan cannot always buy what it needs. Major defense suppliers limit what they will sell to avoid diplomatic friction with China. American export control legislation restricts the transfer of sensitive technologies. Treaty allies of China will not sell Taiwan weapons at all. The result of these constraints, accumulated over decades, is that Taiwan has been forced to develop a domestic defense industrial base capable of producing the systems it cannot obtain externally — and in several categories, the systems it has developed domestically are among the most important in its order of battle.

The People’s Liberation Army has been studying the problem of amphibious assault on Taiwan for longer than most of its current officer corps has been alive. The scenario has driven force development decisions, procurement priorities, and joint operations doctrine across three decades of modernization. What the PLA has built is not a military designed to fight a generic adversary in generic conditions. It is a military designed, among other things, to cross 110 miles of water against a prepared defender while managing American intervention. Understanding what that military looks like is the starting point for any serious assessment of Taiwan Strait risk.

Taiwan’s defense establishment has been conducting an argument with itself for most of the past decade about what kind of military it needs. On one side: advocates of conventional deterrence, who want advanced fighter aircraft, large surface combatants, and the visible symbols of military capability that signal to Beijing that Taiwan can fight and to Washington that Taiwan is a serious defense partner. On the other side: advocates of asymmetric or “porcupine” defense, who argue that Taiwan cannot match PLA conventional capability in a symmetric competition and that investing in high-cost platforms that the PLA can destroy on the ground before they are ever used is strategically incoherent.

Taiwan’s military has a personnel problem that its equipment purchases cannot solve. The active force — approximately 165,000 personnel across the Army, Navy, Air Force, and Marines — is designed for a conventional defense posture that the island’s strategic situation may not support. The reserve force, nominally numbering in the millions, is trained to a standard that multiple independent assessments have described as inadequate for the dispersed, mobile operations that Taiwan’s actual defense requirements would demand. The gap between the military on paper and the military that can fight is the most urgent operational readiness problem Taiwan faces, and it is one that requires sustained political will rather than procurement decisions to address.
